let's separate the concepts into web-based email and server. a web-based email is an e-mail service intended to be accessed via a web browser. examples are Yahoo! Mail, Hotmail, GMail, etc. another type of email services are those accessed via applications/programs like ms outlook and mozilla thunderbird. web-based email services are created so that email users can access emails even if programs like outlook and thunderbird are not present in the computer system they're using. they'll just access it via the web.
the servers part - it houses the application that runs the web-based email.

Correction. It should be a Web-Based Email Server Management. The Email server can run only continously on a particular system however there can be a web-based configuration of the same.
Reply:A web based mail server is one which use imap for the connection and keeps the emails on the server. This means that of you are travelling you can log in from anywhere and see your emails. The disadvantage is the amount of disk space consumed by everybody's emails, which is why most mail providers set tight limits to disk space. using smtp clients like Outlook normally means using pop3 top collect your emails. This removes them from the server making it impossible to see them from another machine.
